WE were able to achieve a lot and, most importantly, WE were able to create the Movement, which, despite the problems of internal improvement of the participants in the Movement, was able to declare itself as a Spiritual force that is already capable of transforming Space, because in addition to the constant providence of Spiritual improvement, which is so necessary for each of us, we have to carry out a very complex, unparalleled FINDING of creating a New Space - the Space of Higher Justice, still within the boundaries of the Dense Plan!

Yes, WE all together voluntarily and freely accepted the hardest CROSS of the Savior of mankind, and now these are not just words, but our MISSION, which none of the Co-Creators simply has the right to refuse, for the world will become perfect only when WE create the external with our inner PERFECTION PERFECTION - the Space of Higher Justice, or the Divine Monarchy!

The All-Russian Public Movement for the Promotion of the Spiritual Development of the Population "For Statehood and the Spiritual Revival of Holy Russia" (hereinafter referred to as the Movement) was created on December 12, 2012 at a general meeting of founders - individuals: Maslova, L*****, I***** , and K***** was registered by order of the Ministry of Justice of the Russian Federation (hereinafter referred to as the Ministry of Justice of Russia) dated March 5, 2013 No. 462-r under the account number *****.

Information about the Movement was entered in the Unified State Register of Legal Entities (hereinafter referred to as the Unified State Register of Legal Entities) on March 13, 2013 PSRN *****.

The charter, approved at the general meeting of the founders on December 12, 2012, is currently valid.

The Ministry of Justice of Russia filed an administrative claim with the Supreme Court of the Russian Federation to recognize the Movement as an extremist organization and liquidate it in connection with the implementation of extremist activities by this public organization, which entailed a violation of human and civil rights and freedoms, and created a real threat of harm to the individual, and also in connection with the repeated and gross violations by the Movement of federal laws and the systematic implementation of activities that contradict its statutory goals.

At the hearing, representatives of the Ministry of Justice of Russia Dorofeeva H.The. and Dyachkova T.Yu. supported the administrative claim on the grounds set forth in it.

Representatives of the Gorbachev Movement O.E. and lawyer Krylov A.D. The claims of the administrative plaintiff were not recognized.

After hearing the parties, examining the materials of the case, watching the video, the Supreme Court of the Russian Federation considers the administrative claim to be partially satisfied on the following grounds.

Public relations arising in connection with the exercise by citizens of the right to associate, the creation, activities, reorganization and (or) liquidation of public associations, are regulated by Federal Law No. 82-FZ of May 19, 1995 "On Public Associations" (hereinafter - Federal Law No. 82-FZ).

This law establishes that one of the organizational and legal forms of a public association is a public movement (Article 7). A public association may be liquidated by a court decision at the request of the Prosecutor General of the Russian Federation or the federal body of state registration (in this case, the Ministry of Justice of Russia) in the event of a repeated or gross violation by the public association of the Constitution of the Russian Federation, federal constitutional laws, federal laws or other regulatory legal acts, or systematic implementation by a public association of activities that are contrary to its statutory goals (part one of Article 26 and Article 44).

Similar grounds for the liquidation of a legal entity are enshrined in subparagraph 3 of paragraph 3 of Article 61 of the Civil Code of the Russian Federation.

A public association may be liquidated, and the activities of a public association that is not a legal entity may also be prohibited in the manner and on the grounds provided for by Federal Law No. Law No. 82-FZ).

Federal Law No. 114-FZ of July 25, 2002 "On Counteracting Extremist Activity" (hereinafter - Federal Law No. 114-FZ) refers to violent change in the foundations of the constitutional order and violation of the integrity of the Russian Federation; inciting social, racial, national or religious hatred; propaganda of the exclusivity, superiority or inferiority of a person on the basis of his social, racial, national, religious or linguistic affiliation or attitude to religion; violation of the rights, freedoms and legitimate interests of a person and a citizen, depending on his social, racial, national, religious or linguistic affiliation or 3 attitude to religion; propaganda and public demonstration of Nazi paraphernalia or symbols or paraphernalia or symbols confusingly similar to Nazi paraphernalia or symbols; public calls for the implementation of these acts or the mass distribution of obviously extremist materials, as well as their production or storage for the purpose of mass distribution (Article 1).

In accordance with the provisions of Article 9 of the said law, in the case provided for by part four of Article 7 of this law, or in the event that a public or religious association, or other organization, or their regional or other structural subdivision, carries out extremist activities that entailed a violation of human rights and freedoms and a citizen, causing harm to a person, the health of citizens, the environment, public order, public safety, property, the legitimate economic interests of individuals and (or) legal entities, society and the state or creating a real threat of causing such harm, the relevant public or religious association or other organization may be liquidated, and the activities of the relevant public or religious association, which is not a legal entity, may be prohibited by a court decision on the basis of an application by the Prosecutor General of the Russian Federation or a relevant prosecutor subordinate to him, as well as on the basis of an application by the federal body of state registration or its corresponding territorial body (parts two and three).

On the basis of the requirement of the General Prosecutor's Office of the Russian Federation dated June 3, 2015 No. on conducting an unscheduled inspection of the Movement for compliance with its statutory goals and the possible presence of signs of extremism in the activity by order of the Ministry of Justice of Russia dated June 22, 2015 No. 864-r in the period from From July 14 to August 10, 2015, the Ministry of Justice of Russia conducted an unscheduled documentary check of the Movement, during which the documents contained in the registration and control files of the Movement, as well as documents submitted by them under the act of acceptance and transfer of documents dated July 14, 2015, were studied.

According to the results of this audit, signs of extremism were revealed in the activities of the Movement, as provided for by Federal Law No. 114-FZ.

By the decision of the Taganrog City Court Rostov region of August 22, 2014, upheld on April 20, 2015 by the Rostov Regional Court, four books of 2004-2007 were recognized as extremist materials. "Revelations to the people of the new century", printed in 2010-2012, the author of which is the president of the Maslova Movement and it was found that the books are aimed at arousing national hatred, which is a sign of extremism. These materials are included in the federal list of extremist under No. 2832, which is maintained by the Russian Ministry of Justice.

To the warning issued by the Ministry of Justice of Russia on June 8, 2015 No. ***** addressed to the Presidium of the Movement in accordance with Article 38 of Federal Law No. 82-FZ on the illegality of posting on the websites of the Movement on the Internet (www.otkroveniya.ru and www.otkroveniya .info) of the books of the head of the Maslov Movement "Revelations to the people of the new century" of 2004-2007, recognized as extremist materials, the Ministry of Justice of Russia on July 2, 2015 (entry No. 99514/15) received a letter dated June 26, 2015, signed by Maslova on the removal of these books from these sites.

During the audit, it was established that on these sites, as well as on the Movement's official website "sy2pete1lyugsa.gi", declared by the Movement, the full texts of the books "Revelations to the people of the new age" for 2004-2007. missing.

At the same time, on the website of the Movement "www.otkroveniya.ru" in the "Projects" section, references were found to "Revelations to the people of the New Age" dated November 8, 2005, verse 17 (subsection "education"), dated July 25, 2006 ., verse 6 (subsection "fine field medicine") and July 26, 2007, verse 20 (subsection "social activity"), as well as excerpts from the named "Revelations", which indicate that the Movement has not completely eliminated volume of violations that served as the basis for the issuance of a warning by the Ministry of Justice of Russia dated June 8, 2015.

In addition, new facts were revealed during the audit. In particular, the "Appeal to the Nation, to the Slavic-Aryan Ethnos", posted on the same website of the Movement on the Internet, contains links, excerpts, quotations from "Revelations to the people of the New Age", recognized by the court as extremist materials, while indicating their dates and item numbers - 03.05.05, item 7; 09/30/05, p. 1; May 19, 2005, item 21; November 5, 2005, item 1; 25.02.06, item 1; 30.03.06, p. 8.

The four books of Revelation to the People of the New Age 2004 (Book I) were presented by the Movement; 2005 (book I), 2006 (book III) and 2007 (book IV), printed in 2014 at JSC "Yaroslavl Polygraph Plant" in 5000 copies, author M (hereinafter - "Revelations").

Similar content of "Revelation" by the same author, published in 2010-2012. by other printing houses, are recognized as extremist materials by a court order and, in accordance with the requirements of Article 13 of Federal Law No. 114-FZ, their production, distribution and storage for the purpose of distribution on the territory of the Russian Federation are prohibited.

By means of a selective comparative analysis carried out during the check, the identity of the above references, excerpts and quotations posted on the official website of the Movement, the content of the corresponding paragraphs in the books presented by the Movement "Revelations to the people of the New Age" 2004-2007, authored by Maslov, published in JSC "Yaroslavl polygraph plant" in 2014.

A reference to the entire series of Maslov's books "Revelations to the people of the New Age", including those recognized as extremist materials, was also found in the newspaper published by the Movement "Revelations to the people of the new century. News" No. 4 (43) for April 2015 (the newspaper was published on April 21 2015).

Despite the filing of an administrative claim in court, the Movement has not yet eliminated the "Foreword of the Almighty" and "Foreword of the Almighty to Interpretations" contained on the website 5 of the Movement "www.otkroveniya.m", which are an integral part of books 1 and 2 (2004 and 2005 respectively) "Revelations to the People of the New Age", recognized by the court as extremist materials.

In addition, on the same website on September 23, 2015, a video recording from the conference of the Hope Movement, held on August 26, 2015, was posted. . on book I "Revelations to the people of the new age" of 2004, recognized by the court as extremist, as well as in writing on the screen the words from this book are quoted, namely: "the meaning of human life and its potentialities become clear only when a person realizes and understands its purpose in material world". At the same conference, the leader of the Movement stated: "All religions are a special case and this is wrong; lies and profanity in the church."

So far, all four books of 2004-2007. "Revelations to the people of the new century", recognized by the court as extremist materials, are posted on the site "rozkptklpne", which was the site of the Movement; there is also information on where these books can be purchased (addresses, price for a complete set of books 2004-2012, etc.), the appeals of the President of the Maslov Movement are posted, including "Appeal to the Nation, the Slavic-Aryan Ethnos" , there is a transition to another website of the Movement "www.otkroveniya.ru".

At the court session with the participation of the parties, the sites listed were examined, and a video recording of the conference of the Nadezhda Movement, held on August 26, 2015, was copied to a disk on September 30, 2015 by a representative of the Ministry of Justice of Russia, acting by proxy, at the address: Moscow , st. Krzhizhanovsky, d.7/1.

The above circumstances were confirmed and were not disputed by the administrative defendant.

According to the administrative plaintiff, the above facts testify to the activities of the Movement aimed at inciting ethnic and religious hatred, violation of the constitutional rights, freedoms and legitimate interests of a person and citizen, depending on his national and religious affiliation, attitude to religion, propaganda of exclusivity, superiority or inferiority of a person on the basis of his nationality, religious affiliation and attitude to religion, storage and mass distribution of obviously extremist materials, and, accordingly, the implementation by the Movement of extremist activities prohibited by law.

According to the third part of Article 15 of Federal Law No. 114-FZ, if the head of a public association makes a public statement calling for extremist activities, without indicating that this is his personal opinion, the public association is obliged 6 within five days from the day, when said statement has been made, publicly declare your disagreement with the statements or actions of such person. If a public association does not make such a public statement, this may be considered as a fact indicating the presence of signs of extremism in the activities of the association.

In accordance with part four of Article 7 of this law, if the warning about the presence of signs of extremism in the activities of a public association was not appealed to the court in the prescribed manner or was not recognized by the court as illegal, and also if, within the period specified in the warning, the relevant public association did not eliminate the admitted violations that served as the basis for issuing a warning, or if new facts are revealed within twelve months from the date the warning was issued, indicating the presence of signs of extremism in the activities of a public association, it is subject to liquidation in the manner established by this federal law.

As follows from the text of the warning of the Ministry of Justice of Russia dated June 8, 2015, it was aimed at removing four books from 2004-2007 from the websites of the Movement "www.otkroveniya.ru" and "www.otkroveniya.info". "Revelations to the people of the new century", recognized by the court as extremist materials, author M The warning was not appealed in the manner prescribed by law, and the violations indicated in it were eliminated.

The court found that the named books were posted on other sites by their author - M, acting on his own behalf, and not on behalf of the Movement.

Violations of the law by the Movement were expressed in the fact that within twelve months from the date of issuing the warning, the Movement's websites allowed the placement of links and information related to extremist materials recognized by the court - the books "Revelations to the people of the new century."

Meanwhile, there are no signs of extremism in the actions of the Movement. The activities of the Movement cannot be regarded as aimed at inciting national and religious hatred; propaganda of exclusivity, superiority or inferiority of a person on the basis of his national and religious affiliation or attitude to religion; violation of the rights, freedoms and legitimate interests of a person and a citizen, depending on his national, religious affiliation or attitude to religion, as well as the mass distribution of deliberately extremist materials, their production or storage for the purpose of mass distribution.

In this regard, there are no legal grounds for recognizing the Movement as an extremist organization.

At the same time, in addition to the above violations, as a result of an unscheduled documentary audit, the Ministry of Justice of Russia revealed 7 other repeated and gross violations by the Movement of the legislation of the Russian Federation, as well as its systematic implementation of activities that contradict the statutory goals.

During the audit, the address of the Movement specified in the Unified State Register of Legal Entities and clause 1.10 of the Charter did not find its confirmation: 115172, Moscow, Goncharny passage, 8/40.

According to the submitted real estate lease agreement dated July 18, 2014 No. 08-14 and sublease agreement dated April 15, 2015 No. 05-15, non-residential office premises were transferred to the Movement for temporary use until April 30, 2016 at the following address: Moscow, st. Novoalekseevskaya, 21. A similar address is contained on the official website of the Movement on the Internet "shlgpeteguorgsa.gy", on its forms (with office No. 408). Sent by the Ministry of Justice of Russia to the presidium of the Movement at the address: 115172, Moscow, Goncharny proezd, 8/40, warning dated June 8, 2015 No. and notice of verification dated June 25, 2015 No. returned with a mark of the Russian Post about that the addressee is not listed.

By virtue of paragraph 7 of Article 32 of Federal Law No. 7-FZ of January 12, 1996 "On Non-Commercial Organizations" (hereinafter referred to as Federal Law No. 7-FZ), part two of Article 29 of Federal Law No. 82-FZ, a public association is obliged within the prescribed period (three days) to inform the body that made the decision on its state registration (Ministry of Justice of Russia) of the change in the information specified in paragraph 1 of Article 5 of Federal Law No. 129-FZ of August 8, 2001 "On State Registration of Legal Entities and Individual Entrepreneurs" (hereinafter - Federal Law No. 129-FZ), and submit the relevant documents for making a decision on making changes to the Unified State Register of Legal Entities and on sending documents to the registration authority.

In violation of the specified requirements of the law, the Movement has not yet submitted documents to the Ministry of Justice of Russia for making changes to the information about the address (location) of the permanent governing body in the Unified State Register of Legal Entities.

In violation of Article 55 of the Civil Code of the Russian Federation, Article 5 of Federal Law No. 129-FZ, Articles 21 and 29 of Federal Law No. 82-FZ, documents for amending the Charter of the Movement and information about it contained in the Unified State Register of Legal Entities were not submitted to the Ministry of Justice of Russia, in connection with the creation by the Movement of branches (branches) abroad, as evidenced by the letters of the Movement dated December 16, 2013 No. 20 and December 18, 2013 No. 21 addressed to the General Director of OAO KG Kosmos, as well as the newspaper "Revelations to the people of the New Age . News" No. 9 for October 2013.

According to these letters, the Movement has branches abroad, and from the text of the above-mentioned newspaper it follows that the Movement has created structures (branches) in Belarus, Ukraine, Moldova, Kazakhstan, Armenia, Latvia, Lithuania, Estonia, Germany, Bulgaria, Finland, Israel and Montenegro . 8

The foregoing testifies to the change by the Movement of the territorial sphere of activity from all-Russian to international (Articles 14 and 47 of Federal Law No. 82-FZ), which is not reflected in its name and charter, and the need to make appropriate changes to its constituent documents and information about branches, since branches must be contained in the Unified State Register of Legal Entities (Article 55 of the Civil Code of the Russian Federation).

Clause 5.4 of the Charter of the Movement establishes that decisions at the Conference are made by open vote on all issues, except for the election of the Presidium and the Audit Commission, for which a secret ballot is held.

In violation of the provisions of the statute at the Conference on April 6, 2013, the president of the Movement - M was elected by secret ballot

Contrary to the requirements of clauses 42 and 43 of the Administrative Regulations for the provision by the Ministry of Justice of the Russian Federation of the state service for making a decision on the state registration of non-profit organizations, approved by order of the Ministry of Justice of Russia dated December 30, 2011 No. 455 (hereinafter referred to as the Administrative Regulations), in the minutes of the conferences of the Movement dated April 6 and July 26, 2013, March 4, July 26 and November 17, 2014, March 4 and May 27, 2015 do not contain a list of participants (delegates) of the conferences, information about the number of elected delegates and compliance with the provisions of the Charter of the Movement in terms of determining eligibility (quorum) of the said conferences.

In violation of paragraph 4 of Article 181-2 of the Civil Code of the Russian Federation, in force since September 1, 2013, the minutes of the conferences of July 26 and November 17, 2014 do not contain information about the persons who conducted the vote count.

Contradictory information about the number of delegates and regional branches was also revealed in the minutes of the conferences of the Movement of July 26 and November 17, 2014 and May 27, 2015.

In particular, the minutes of the Conference dated July 26, 2014 indicate the presence of 4,602 delegates from 76 regional branches of the Movement, however, the minutes of the credentials committee of this Conference contain information about the presence of 5,671 delegates from 75 regional branches.

The minutes of the Conference dated November 17, 2014 reported the presence of 5,134 delegates from 77 regional branches of the Movement, but the minutes of the credentials committee of the same Conference indicated the presence of delegates from 78 regional branches.

The minutes of the Conference dated May 27, 2015 indicate the presence of 77 delegates from the regional branches of the Movement, and the information on the number of delegates attached to the minutes - 76 delegates.

Also, from the submitted minutes of the decisions of the conferences on the election of members of the Presidium of April 6 and December 26, 2013, March 4, 2014 and May 27, 2015, it is impossible to determine the specific composition of the Presidium of the Movement, which is a violation of paragraph 4 of Article 52 of the Civil Code 9 of the Russian Federation, paragraph 3 of Article 14 of Federal Law No. 7-FZ, Article 18 of Federal Law No. 82-FZ and paragraph 5.6.6 of the Charter of the Movement.

From the submitted materials it follows that at the general meeting of the founders of the Movement on December 12, 2012, Maslov K***** and L***** were elected to the presidium. At the subsequent Conference on April 6, 2013, a decision was made to elect 13 people as members of the presidium, among which the above-mentioned persons are not indicated. At the Conference on December 26, 2013 P***** and L***** were elected members of the presidium, and at the Conference on March 4, 2014 - K***** U***** P*** ** and B***** At the last Conference held on May 27, 2015, 9 people were elected as members of the presidium, among which only K***** is listed among the above persons.

In violation of Article 653 of the Civil Code of the Russian Federation, Article 29 of Federal Law No. 7-FZ, and Clause 5.6.6 of the Charter of the Movement, no decisions were made on the early termination of the powers of members of the presidium at these Conferences.

In addition, under the auspices of the conferences, the minutes of which are submitted for verification, the Movement held "Veches" not provided for by the charter (clause 5.2, etc.), information about which, including photos, videos, is contained on the Movement's website on the Internet .gi"). These circumstances are not disputed by the administrative defendant. The conference, which took place in St. Petersburg on July 26, 2013, is referred to on the website as "THE GREAT EVENING OF THE BEGINNINGS OF THE BEGINNINGS". At the same time, as indicated in the minutes of the Conference, this meeting was attended, in addition to 215 delegates from 50 regional branches, 5,647 citizens whose powers were not confirmed by the Movement in accordance with paragraph 5.4 of the charter.

The conference of December 26, 2013, held in the Cosmos Hotel (Moscow), is called the Movement "People's Veche" WE and RESULTS "; The conference, which was also held in the Cosmos Hotel on March 4, 2014, is called "Veche of Spiritual Unity ", the Conference of July 26, 2014 (held at the State Central Concert Hall "Russia", Moscow) - "The Great Veche" WE ARE READY", and the Conference of November 17, 2014 (held at the State Central Concert Hall "Russia") - "The Great Veche "WE are in Eternity".

Paragraph 5.5 of the charter stipulates that the convening of the Conference of the Movement is carried out by the presidium, which establishes the norm of representation for the Conference and the date of its holding. An Extraordinary Conference may be convened by the decision of the presidium, the audit commission or on the initiative of more than 100 regional branches of the Movement.

In violation of this provision of the statute of the conference of the Movement, the conferences were convened solely by the President of the Movement, namely: by the order of the President of the Movement of June 11, 2014 and the order of June 17, 2014; by orders of the President of the Movement dated October 15 and November 26, 2014 and July 23, 2015, which is also a violation of paragraph 5.16 of the charter, since these issues do not fall within the competence of the President of the Movement. 10

Extracts from the minutes of the meetings of the presidium do not contain information about the time of their holding, which contradicts paragraph 3 of article 181 of the Civil Code of the Russian Federation, as well as paragraph 43 of the Administrative Regulations and paragraph 5.13 of the charter, since they do not contain information about the total number of members of the presidium on the date of the meetings.

In violation of paragraph 2 of Article 653 of the Civil Code of the Russian Federation, paragraph 3 of Article 29 of Federal Law No. 7-FZ, Article 18 of Federal Law No. 82-FZ, paragraphs 5.6.6 and 5.7 of the Charter of the Movement, on the basis of which the election of a permanent governing body refers to the exclusive competence of the supreme governing body, at a meeting of the presidium of the Movement on October 30, 2013, issues were resolved on making changes to the composition of the members of the presidium.

In addition, in violation of paragraph 5.12 of the Charter, by the decision of the presidium of September 4, 2013, within the framework of the Movement, a "Spiritual structure" was formed not provided for by the charter and the regulation on it was approved, but in violation of paragraphs 3.6, 5.1, 5.2 and 5.12 of the charter at a meeting of the presidium from On April 23, 2013, the regulation on the Unified Spiritual Center was approved, which is also not provided for by the charter of the Movement. Among the tasks of the Unified Spiritual Center is the reception of members of the Movement, while the reception of participants, according to the charter of the Movement, is carried out by the presidium of the Movement (clause 3.6 of the charter).

Article 14 of Federal Law No. 82-FZ and Section 4 of the Charter of the Movement state that a public association can create only one regional branch in a constituent entity of the Russian Federation. Contrary to these requirements, at the meetings of the presidium of May 17, June 26 and October 11, 2013, decisions were re-adopted to create regional branches of the Movement: Moscow City, Moscow Regional, Yaroslavl, Nizhny Novgorod, Chelyabinsk, Volgograd, Voronezh, Ivanovo, Murmansk, Ryazan, branches in the Udmurt Republic and others, while these branches were created earlier, namely: December 12, 2012

In violation of paragraph 2 of Article 653 of the Civil Code of the Russian Federation, paragraph 3 of Article 29 of Federal Law No. 7-FZ, Article 18 of Federal Law No. 82-FZ, paragraphs 5.6 and 5.16 of the Charter of the Movement, by order of the President of the Movement dated August 20, 2014 No. 11, amendments were made to the Presidium of the Movement.

Also, by the sole decision of the President of the Movement on December 5, 2013 (Order No. 12), it was decided to expel from the members of the Movement, while this issue, according to clause 5.12 of the charter, falls within the competence of the presidium.

Violations of the provisions of the Charter of the Movement (sections 3 and 5) are also evidenced by the order of the President of the Movement dated June 27, 2013 on the creation of an administrative department not provided for by the charter.

Also, in violation of the Charter, by order of the President of the Movement dated November 26, 2013 No. 11, the chairman of the board of the Moscow regional branch 11 was approved, while the charter of the Movement does not provide for the position of chairman of the board of the regional branch (clause 4.5), as well as its approval by the president of the Movement (clause 5.16 ).

The movement also provides conflicting information about its members.

According to the certificate presented during the audit, 6,676 people are members of the Movement. At the same time, the Movement's advertising booklet contains information that it has almost 25,000 registered members.

In addition, in violation of paragraphs 3.4, 3.5, 3.6 of the charter, during the inspection, the Movement did not confirm in the prescribed manner the participation in its composition of the Moscow Regional Public Organization for the Support and Development of Creativity and the Russian Cultural and Historical Heritage "UNION OF CO-CREATORS OF HOLY RUSSIA" (OGRN, hereinafter -Moscow organization) and the Yaroslavl regional public organization for the support and development of creativity and Russian cultural heritage "Rada - the Union of Co-Creators of Holy Russia" (OGRN, hereinafter - the Yaroslavl organization).

Among the correspondence submitted by the Movement there is a letter from the Moscow organization signed by the Chairman of the Board Maslov, which is drawn up on the letterhead of the Movement, and on the official website of the Movement in the section "appeal of the Presidium of the Movement" there is a message that at a meeting of the Presidium of the Movement dated April 26, 2013, a decision was made on admission to the Movement of the Yaroslavl organization. However, the minutes of the said meeting of the presidium submitted to the Ministry of Justice of Russia do not contain such a decision, which indicates its unreliability or the unreliability of information on this issue on the website of the Movement.

The goals of the Movement, indicated on its website on the Internet ("ёU12peterguorgsa, t") and in the documents submitted during the audit (for example, an advertising booklet), do not correspond to the goals specified in clause 2.1 of the charter.

Thus, the goals indicated in the booklet are: "creating the basis for righteous social relations on the basis of the Spiritual Unity of people who have accepted common responsibility for the future of the Motherland"; "the formation in the minds of the people of the need to accept the Truth of the One Divine Space and the cessation of centuries-old disputes about the priority of a particular religion", "the formation in the minds of people of the ideology of the State of the Future based on the slogan "Free Will, Brotherhood Equality and Justice", the pillars of which are Faith, Love , Nadezhda Wisdom", are not provided for by the charter of the Movement.

The goals contained on the website of the Movement "sykhpeteyugsa.gi" do not correspond to the goals of the Movement specified in the charter, since paragraph 1 is supplemented with the words: "and the conditions for their Spiritual unity", paragraph 4-12 "which is today an outpost of the revival of the Spirituality of mankind", and also the goals are supplemented with new text.

On the basis of Article 24 of Federal Law No. 7-FZ, a non-profit organization (public association) has the right to carry out only those activities that are not prohibited by law, correspond to its goals and are provided for by constituent documents.

Article 37 of Federal Law No. 82-FZ establishes that public associations can carry out entrepreneurial activities only in so far as this serves to achieve the statutory goals for which they were created, and corresponding to these goals. Entrepreneurial activity is carried out by a public association in accordance with the Civil Code of the Russian Federation and other applicable legislation. Public associations may create economic partnerships, companies and other economic organizations, as well as acquire property intended for conducting entrepreneurial activities.

During the audit, it was established that the Movement and its structural subdivision - the Perm regional branch carry out entrepreneurial activities that are contrary to the statutory goals, in violation of Article 24 of Federal Law No. 7-FZ and Article 37 of the Federal
Law No. 82-FZ.

From the letter of the Movement dated September 19, 2013 No. 12 addressed to the director of the Institute for Bioregulation Problems LLC, it follows that the Perm regional branch of the Movement was a distributor of the Vioftan product (eye drops), and according to the information of the applicant M contained in a letter dated May 13, 2015 No. 93-1, Movement during the conferences after checking the health on the "miracle device" distributes expensive biologically active additives (BAA).

Meanwhile, the sale of these drugs by the Movement does not correspond to its goals specified in the charter, is carried out in violation of Article 24 of Federal Law No. 7-FZ and Article 37 of Federal Law No. 82-FZ, and indicates the systematic implementation by the Movement of activities that contradict the charter goals. On the basis of the agreement dated August 25, 2014 No. and the acts attached to it dated December 31, 2014 No. and March 2015 No. communications" ("Kaliningrad - 2014") in the amount of rubles. The indicated participation of the Movement in the named international congress does not correspond to the goals of its activity, provided for in paragraph 2.1 of the charter, and indicates the misuse of its funds by the Movement.

In violation of paragraph three of part one of Article 29 of Federal Law No. 82-FZ, the Movement did not submit for verification documents evidencing its publication in 2013-2014. reports on the use of their property or information on ensuring the availability of familiarization with these reports.

In accordance with Article 3 of Federal Law No. 7-FZ, Article 20 of Federal Law No. 82-FZ, non-profit organizations are entitled to have symbols - emblems, coats of arms, other heraldic signs, flags and hymns, the description of which must be contained in the constituent documents (charters).

According to paragraph 1.6 of the charter, the Movement has an emblem with its name, subject to registration in the manner prescribed by law.

The submitted documents confirm the use by the Movement not only of the emblem, but also of the flag and anthem.

At the same time, the registration of symbols of non-profit organizations was canceled by the Federal Law of July 21, 2014 No. 236-FZ "On Amendments to Certain Legislative Acts of the Russian Federation on the Symbols of Non-Profit Organizations", and there is no description of the symbols of the Movement in its charter, which is a violation Article 3 of Federal Law No. 7-FZ and Article 20 of Federal Law No. 82-FZ.

Article 8 of the Federal Constitutional Law of December 25, 2000 No. 2-FKZ "On the State Emblem of the Russian Federation" stipulates that the State Emblem of the Russian Federation cannot be used by public associations as a heraldic basis.

On the certificate for the medal of the Movement "FOR FAITHFUL and ABODITION", the regulation on which was approved by the Presidium of the Movement on June 30, 2014, the coat of arms of the Russian Federation is depicted, which does not correspond to the above norm of the Federal Constitutional Law.

In order to eliminate the above violations of the legislation of the Russian Federation and the charter, the Ministry of Justice of Russia submitted to the Supreme Court of the Russian Federation copies of the minutes of the conferences with the attachments of the lists of delegates to these conferences, copies of the minutes of the meetings of the members of the presidium of the Movement, certified by the seal of the movement (volumes 2 and 3). However, it is not possible to verify the accuracy of the information contained in the submitted documents due to the lack of data on the basis of which these documents were compiled and certified.

Therefore, it cannot be recognized that by the day the case was heard in court, the established repeated violations of the law had been eliminated by the administrative defendant.

Evaluating in aggregate the evidence collected in the case and additionally presented by the parties, the court concludes that throughout the entire time since the state registration of the Movement by its governing bodies, the President of the Movement alone made decisions with violations of federal laws, other regulatory legal acts, its own charter ; illegally for more than a year, the Movement used an address, information about which was not in the Unified State Register of Legal Entities and the charter, and also illegally changed the territorial scope of the Movement without making appropriate changes to its constituent documents, carried out illegal business activities that contradicted its statutory goals, which indicates gross and repeated violation of federal laws and the systematic implementation of activities that contradict its statutory goals, and is the basis for its liquidation.

Guided by Articles 175-180, 264 of the Code of Administrative Procedure of the Russian Federation, the Supreme Court of the Russian Federation

decided:

The application of the Ministry of Justice of the Russian Federation is partially satisfied.

Liquidate the All-Russian Public Movement for the Promotion of the Spiritual Development of the Population "For Statehood and the Spiritual Revival of Holy Rus'" and its structural subdivisions with the exclusion from the Unified State Register of Legal Entities.

Refuse to meet the requirements of the Ministry of Justice of the Russian Federation regarding the recognition of the All-Russian Public Movement for the Promotion of the Spiritual Development of the Population "For Statehood and the Spiritual Revival of Holy Rus'" as an extremist organization.

Rise and sunset of the "movement of the creator".
Analysis of the works of "Revelations and Interpretations" and the practical activities of L.I. Maslova shows that we are dealing with a well-thought-out and consistent method of forming a special group of people, united according to the principle of "ONE WILL". This totalitarian principle provides for the supremacy of the will of ONE (the ruler of souls - the “Prophet of the fifth race”) and circles (octahedrons) of initiates different levels. This technique does not bring anything new for humanity (masons, orders, sects, totalitarian structures of various levels and purposes, individual primitive states (for example, Belarus)). Thus, the structure created by Maslov is of no interest for analysis.
The very principle of one will is in obvious opposition to the principle (formally voiced by Maslov) "All are equal before God, there are no first and no last among us." Initially, the Revelations emphasized the principle of "Catholicity", but in practice this principle is in the "Movement of the Creator" (not the official name of the movement "For statehood and spiritual rebirth Holy Rus'") from its very formation was suppressed. Gradually and systematically, a lively discussion was replaced by a monologue.
Spiritual councils, as a body of collective will, came into conflict with the vertical of POWER in the person of coordinators (chairmen of the boards of the regions). In this confrontation, Maslov made his final choice in favor of UNITY OF MANAGEMENT.
The active position of the Russians, who accidentally wandered into Maslov’s movement, to form a space of higher justice and catholicity, first met with inhibition, and then an open rebuff from both the “prophet” himself and the aggressively passive majority. This majority of the movement comes from sects and esoteric schools of the Guric direction (such as agni yoga, Gocha, Jehovah's Witnesses, etc.). Part of the "flock of the prophet" are travelers to esoteric sites, who do not have a distinction in principle. UNITY WITHOUT YOU! - that's what the Russians heard about the desire to have the right to vote. Gradually, free-thinking became out of fashion.
It can be concluded that Maslov formed an egregor that absorbs energy, for its functioning, on initial stage, the principles of equality and brotherhood, free will and collegial leadership were proclaimed. This was done sensibly in order to attract "energy donors" - the Russians. The spider needed to be fed.
Subsequently, the donors were connected to the energy scheme of the new egregore and became addicted like regular blood donors. Those who showed obstinacy and vision of energy processes were pushed aside or expelled. This is the right step, from Maslov's point of view, since free-thinking "food" can scare the rest.
For a rigid binding of the nutritional chain, a web of "octahedrons" is deployed according to the principle of "Oriflame" and other network structures, but more rigid and uncompromising. The “only entry, no exit” principle. All this is substantiated by fidelity to the Creator (according to our analysis, to Jehovah). This spiritual substitution is masked by the terms "Logos of the Earth", "Father Absolute", "Creative beginning of the beginnings", "VKR". All these concepts are mixed by Maslov into a single cocktail, which is extremely difficult to understand without prior preparation and unity with one's higher "I". About the terms used by Maslov to mask his channel, we will say later. The main thing is that having accepted, as he likes to say, freely and voluntarily the rules of egregor, a person submits himself to egregor and loses touch with his subtle body.
Of particular interest to analytics are two points:
1. The method of gradual consistent substitution of fidelity to God for personal devotion.
2. Characteristic psychological features of the victims of egregor.
According to our analysis, the Methodology is quite simple, but effective:

Stage 1. Euphoric.
- Formation of egregor under the slogans of "freedom, equality and brotherhood, sincere devotion to God";
- The role of the “prophet” is modest (does not stick out), according to Maslov “I am only a vessel into which the Creator pours the wine of his wisdom”;
- Free energy exchange (discussion), the initiative is welcome;
- Flexible structure, spontaneous self-organization, formal leadership based on the principles of expediency and responsibility. The coordinator is not separated from the team of like-minded people;
- Bodies of collective intelligence and control are being created - “spiritual councils”;
- Commercialization is minimal (voluntary participation in Maslov's seminars (“veche”)).

Stage 2. Cold shower.
- The slogan "God's chosen people - the Savior", a sluggish designation of the "backwardness" of the Russian Orthodox Church, other esoteric schools and teachings, a written oath of allegiance to the "creator" - "the creative beginning of the beginnings";
- The role of the “prophet” is highlighted, according to Maslov, “God is one and he also has one provider.” God personally emphasizes the role of the "prophet" in his "divinely inspired" interpretations;
- Restriction of energy exchange (discussions) and initiatives from below. Why disputes and suggestions (“human wisdom”), if God himself leads us, “deliver us from evil” is consciously removed from prayer;
- Registration of "Movement". The structure is echeloned, a presidium is created (appointed by the "prophet"), the fractality of organizations from top to bottom, leadership is tightened - coordinators become chairmen, based on the principles of election and approval by the "prophet". Chairman above the collective of like-minded people (chosen by God);
- “spiritual councils” were abolished, boards were created (actually appointed as coordinators);
- commercialization is intensifying (sale of books, newspapers, Metatron devices, dietary supplements, creation on the basis of the movement of branches of Maslov's Institute for Health Saving Technologies, paraphernalia). The concentration of commercial activity in the hands of Maslov and Litova, third-party initiative is suppressed up to attempts to change the leadership of the region (Nizhny Novgorod).

3. Stage. Spiritual cold.
 - The slogan "300 Spartans" against the hostile majority, open aggression towards the Russian Orthodox Church and even towards the leadership of Russia and the people who did not recognize the prophet, the Russian people were chosen by God as a victim;
- The role of the “prophet” is absolute, according to Maslov - “God is manifested in me as far as possible”, “the Father Absolute speaks through me”;
- Any discussion and correspondence (complaints) is prohibited, the initiative is suppressed, replaced by diligence (to hang banners for everyone and report, etc.). "God" himself says what to do, his own opinion "is death";
 - A parallel totalitarian structure is being created - octahedrons of different levels, "cleansing" of the presidium (personally by the "prophet") and the leadership of regional branches, the "first octahedron" - a shadow (not registered by the state), understudy of the presidium. The role of legal structures is formal, while illegal ones are obvious. Personal selection by Maslov and higher "octahedrons" according to essays about his path to God (the principle of readiness for submission and recognition of the right of a "judge");
- Congresses (veche), meetings - theater of one actor;
- The means of movement are uncontrollably used by Maslov, there is no internal control.
- Court with the Ministry of Justice, the prohibition of the "movement" on formal grounds of violation of the charter and excess of authority personally by Maslov. The proclamation of the curse of Russia and the continuation of the "struggle" - everything is just beginning!
I would like to make it clear right away that these stages of spiritual degradation are conventionally singled out for methodological purposes. In reality, the process took place gradually, but purposefully. Elements of "united will" appeared from the first congress, at which I immediately declared that this was a new oriflame (network marketing), but, unexpectedly, I was invited by Maslov to the central spiritual advice, as he later confessed to me personally from the principle "it is better to keep a dangerous person nearby."
At the first stage (conditionally democratic), I carried out serious organizational work:
- departments were created in three regions (Kostroma, Arkhangelsk, Kaliningrad),
- merged organizations of the Northwestern Federal District,
- spiritual councils were persistently introduced (with a fight) in all regions,
- an attempt was made to role-play division of powers,
- the embryo of a system for resolving disputes and conflicts has been created.
The distinction did not allow us to immediately draw the right conclusion. Everything was done from the good goals of creating a new type of organization - an organization of people who are free in spirit, united on the principle of "unity in spirit" (not unity of will), justice, patriotism, equality, catholicity (people's rule), the Russian Faith and a single goal - the kingdom of God - Holy Rus'.
Looking back at my craft, I realize that my work was partially in vain (all undertakings were curtailed by Maslov), and, basically, harmful to Holy Rus'. The strengthening by me (and those like me) of the illusion of justice has only led to the fact that many have only become more entangled in the web. We were able to understand and escape, they were not.

We do not have goals for the formation of a new egregor. We don't need followers or students, we are self-sufficient people. Warriors of Light respect independence, loyalty to the word, honor and personal perfection. We (for the construction of Holy Rus') need equals, able to keep a single system, able to distinguish not only good and evil, but also the traps of the gray egregor. For us, the immutable law of life is “everyone is equal before God and among themselves”, and not only equal from the beginning (as the prophets falsely dodge to justify their dominance), but forever! The path chosen by the living may be complex and tortuous, but this does not cancel her divinity, it is simply that comprehension of oneself is hindered by erroneous choices.
We know that it is not people who serve the hierarchs, but the hierarchs of Light serve people, but this does not mean that they are our servants and slaves. As a caring mother serves and protects her son, pampers him, but also punishes him, so the hierarch serves his disciples. Citizens whose relatives have become victims of various destructive cults often turn to our Center. Faced with a problem, people begin to study the question: what is the organization in which the close person? How did she make him change so much? Relatives of sectarians sometimes become quite good specialists in the field of new religious movements, and their interest in a problem is not a question of defending a dissertation, but often it is a question - literally! - the life and death of their loved ones, the issue of preserving the family and the mental health of children. They become specialists involuntarily, and every line of their research is filled with pain for the fate of their loved ones, so it is impossible not to believe them. This letter is just one story. But it is very important to understand that the majority of people involved in this or another sect also have close people who are just as worried and ready to fight this incomprehensible and inexplicable evil that has entered their families, for the life and health of their loved ones.

At first glance, everything is very noble and altruistic - and books, and "Movement", and "Revelations" make a person think more about the soul and its inner content.
However, these are elements of one large destructive cult, the minimum goal of which is to fraudulently take possession of the money of those who believed in Maslov's "teachings"; the maximum goal is to break into power (which Maslov and his students, in fact, do not hide), and then reshape the structure of Russia to their own taste.

Also, under the auspices of the Movement, paid dietary supplements are distributed - for example, Kaihol (500 rubles), Arktika + (300 rubles), Vioftan 2 and 9 (300 rubles each), Makada (500 rubles).
